In Internal Controls, controls are view-only. To create a control, use the Risk Manager app, see Working with controls under Risk Manager. We’re actively enhancing Internal Controls to support broader control management in future releases.

Internal Controls is only for managing existing controls; it does not allow you to create new ones.
