Set up Electronic Filing for Ireland

It is possible to set up Diligent Entities to electronically file forms to the Companies Registration Office (CRO) in Ireland.

To get started with e-filing to the CRO:

  1. Get access to the CRO CORE system.

    1. Create users in the CORE system that will be used for electronic filing in Diligent Entities.

      You need administrator privileges in the CORE system to complete this step. Make sure the user account you create for this purpose is set as active, it can create filing, and can submit. You can set up user-specific profiles for each user you have in CORE. Refer to Step 4 for more information.

      Tip

      If you want to create a user account for a team or organisation where multiple individuals need to be aware of submissions and statuses, use a shared company email address, for example, CRO@ourcompany.com or cosec@ourcompany.com.

    2. Link the user account to a billing account.

      CRO must be contacted directly to ensure that newly created e-filing user accounts are linked to billing accounts. Email crosystemtesting@enterprise.gov.ie with the following information:

      • Subject: Customer Account Linking

      • Current Customer Account Number (typically 5 digits max.)

      • All user logins to be linked to the billing account

      • Whether any user accounts require administrator rights

  2. Make sure Diligent Entities is configured for electronic filing.

    Go to System Tools > Licence and find the Electronic Filing option and ensure that it is selected. For electronic incorporations, make sure the Electronic Incorporations option is selected and incorporation licences are available.

    Note

    If an electronic filing licence has been purchased but the option is not selected, contact the Diligent Support Team to enable it. If the licence has not been purchased, contact your Customer Success Manager to acquire one.

  3. Make sure users are set up for e-filing.

    Ensure that the Electronic Filing (Ireland) option in the Electronic Filing section of user role rights is enabled for their user role.

    If it is necessary to manually send and receive messages to and from the CRO, make sure the Send & Receive Electronic Filing option in the Other Events section is also selected for the users. Refer to User Role Rights for more information.

    Note

    Hosted clients can verify whether automatic send and receive has been enabled by contacting the Diligent Support Team. Self-hosted clients can contact the Diligent Support Team for guidance on how to check or enable this option.

  4. Enable the electronic filing profile for Ireland.

    You can set up one electronic-filing profile that applies to all users and is connected to a single CORE user account. You can also set up user-specific e-filing profiles that are connected to different CORE user accounts. Refer to Enable the Electronic Filing Profile for Ireland and Set up User-Specific E-Filing Profiles.

  5. (Optional) Download company data from the CORE system.

    If you are new to Diligent Entities but have been using the CORE system, you can download company records available in CORE to Diligent Entities. Refer to Download Company Data from CRO CORE for more information.

  6. Add an email address for users that will be e-filing.

    Refer to Add Email Address to User Details for information about how an administrator can add email addresses for users. Users can add an email address to their own account. Refer to Change User Preferences for more information.

  7. Enter contact details for the presenter address and registered office address of the companies you want to e-file forms for.

    Make sure contact details are recorded for the presenter and the registered office addresses as the CRO uses these details for communication purposes. Refer to Add Contacts to Addresses for more information.

  8. Add the Public Personal Service (PPS) number or verified number in individuals' records where required.

    Refer to Add Personal Public Service Number and Contact Email to learn more.

  9. Record other directorships in the system or indicate that a list of other directorships is to be supplied from another source and attached to the e-filing manually.

    It is mandatory to list the current and past other directorships of appointed directors and alternate directors. The company registration number for each of the other directorships must also be entered for companies in Ireland.

    Refer to the Record External Appointments section in Individual details to add other directorships to individual records. To indicate that the list is to be supplied from another source and attached to the filing, follow the instructions outlined in Set up External Other Directorships.

    Note

    You must use the same method for every director of the company. If you have recorded external appointments for some directors and selected the External Other Directorships List option in the individual's record for other directors, you can still select the Other Directorships option in the respective data library and attach the list for all directors in the respective attachments data library.

  10. (Optional) Set up Electronic Filing Agents.

  11. Select a signing method and configure signatories and companies for the selected method.

    There are two methods for signing the forms once e-filed:

    • Paper Signature: Users request to receive a signatory page from the CRO which must be downloaded, physically signed by the named signatories of the company, then scanned, uploaded, and sent back to the CRO.

    • Digital Signature using an Revenue Online Service (ROS) Certificate: Users receive a link to digitally sign forms.

      Note

      Digital signatures are not supported for the A1 form.

    For signatories including electronic filing agents to sign forms digitally, they must first apply for a ROS certificate with the Office of the Revenue Commissioners.

    Once you decided on the signing method, make sure your companies and signatories are configured for the selected signing method. Refer to Configure Signatories for Paper or Digital Signature and Configure Companies for Paper or Digital Signature for more information.

  12. Make sure all required user-defined fields are visible.

    Refer to User-Defined Fields (UDFs) to learn how to change the visibility of user-defined fields.
